New, higher standards for apartment and site conditions, and of what behavior is encouraged, permitted, tolerated or prohibited can only be established and enforced if the JCHA is aware of who lives within JCHA developments, and in turn, who can and will be held accountable for conditions and behavior. "LIVE HERE - LEASE HERE" POLICY Rigorous enforcement of limiting apartment occupancy to only those family members explicitly approved and formally listed on Residential Leases. (Occupancy will be double checked during semi-annual apartment inspections.) "Guests" are short term visitors, not permanent boarders. Allowing anyone to "live" in JCHA apartments who is not formally approved for occupancy by JCHA Management is a serious violation of the Residential Lease and will be pursued accordingly. Adding new adults to household occupancy prior to explicit, formal Management approval is strictly prohibited and a serious violation of the Residential Lease. The JCHA will exert best efforts to accommodate the addition of children to a household on a case-by-case basis, usually limited to court order, death of the children's parents and/or legal adoption. The JCHA accommodation can only be given in context of apartment availability under JCHA intra- and inter-site Transfer Policies. The addition of foster children into a household must be approved by JCHA Management in advance of occupancy and in advance of any agreement with DYFS; consideration will be granted on a case-by-case basis. Notwithstanding the JCHA's willingness and capacity to accommodate the addition of foster children, it is highly unlikely that accommodation will be granted to households who have a history of or current Residential Lease violations.
