The JCHA has been successful in utilizing an option in the Section 8 Program for Project-Based Assistance (i.e. rental assistance is tied to the unit) to create affordable housing at Mid-City Apartments and Resurrection House. Recently, HUD issued new regulations to make PBA more flexible and workable. This, in context with the need for affordable housing and the current lease-up rate of our Section 8 Program (87%) prompted the JCHA to again explore the use of PBA to create new affordable housing for existing, rehabilitation or new units. The JCHA is currently developing an REF seeking development proposals for project based Section 8 vouchers. the REF is Targeted for the 2nd half of 2006 |
